French legislation to crack down on fast fashion: environmental protection first, China brand faces new challenges

It is reported that France recently passed the “Proposal for a New Fast Fashion Law”, which has undoubtedly become an important issue in the global fashion industry and environmental protection. This legislative act marks the attention to the environmental impact and social responsibility of the fast fashion industry, especially pointing to the development model of fast fashion brands in China, which has aroused widespread concern in the international community.

The main measures of the bill include: banning advertising of certain textiles and fashion. Impose environmental taxes on low-cost goods. Specifically, starting from next year, the bill plans to impose a surcharge of 5 euros on fast fashion products. It is estimated that by 2030, this fee will rise to 10 euros, and its upper limit will be 50% of the list price of goods.

When French lawmakers introduced the bill, they especially mentioned China’s fast fashion brand as an important consideration in legislation. According to them, these platforms have disrupted the local retail market to some extent through flexible supply chain management, which is in sharp contrast with the operating modes of traditional brands such as Zara and H&M. At the same time, whether Europe will follow suit has become the focus of attention.

The implementation of this bill will not only affect China’s overseas brands such as Shein and Temu, but also have a significant impact on the garment and textile industry chain behind them. In addition, a large number of foreign brands whose suppliers are located in China, such as Primark and Zara, may also be affected.

Analysts pointed out that one of the important reasons why France proposed this bill may be that it is worried about the environmental burden brought by the fast fashion industry and the impact on the local retail industry. This move may stimulate more countries to reflect on the fast fashion industry and take legislative actions to promote sustainable development and environmental protection.
